Provincial Nominee Program (PNP)

The Provincial Nominee Program (PNP) empowers Canada’s provinces and territories to nominate eligible immigrants who wish to settle in a particular region. There are ten Canadian provinces and three territories. Apart from Quebec and Nunavut, all provinces and territories participate in the PNP. Instead, Quebec has its selection criteria for economic immigration.

How the Provincial Nominee Program (PNP) works?

The Provincial Nominee Program (PNP) is designed to attract skilled workers to contribute to the economy of a particular province or territory in Canada. Each Canadian province and territory has its streams or immigration programs that target specific groups based on critical skills, sectors of employment, or other specific requirements. 

To apply for the PNP, potential candidates must meet the eligibility criteria outlined by their chosen province’s immigration program. Once an applicant’s profile meets all conditions needed for their chosen provincial stream, they will receive a nomination from that province which would subsequently assist with applying for permanent residency in Canada. 

Apply as a provincial nominee through the non-Express Entry process

The non-Express Entry process is an alternative pathway to permanent residency available for skilled foreign workers who are not eligible for the Express Entry program. The eligibility requirements for these programs vary across provinces. Processing times for non-Express Entry applications are longer than for Express Entry.

Apply as a provincial nominee through Express Entry

Applying as a provincial nominee through Express Entry is a promising way to obtain permanent residency and work legally in Canada. To get a nomination, one must first be selected by the province or territory from the pool of candidates who have already created their Express Entry profile. Being nominated means that the province or territory is satisfied with your skills, education, and work experience, which match the labor market needs and help them meet their objectives in creating an economically sustainable future.

If one receives a provincial nomination, one must accept it within 30 days. Once nominated by the province or territory, they would receive 600 additional Comprehensive Ranking System (CRS) points, which will help the applicant obtain an invitation to apply (ITA) in the following Express Entry draw. The candidate can apply for permanent residence through Immigration, Refugees, and Citizenship Canada (IRCC). 

The major Provincial Nominee Programs are as follows

Ontario

There are nine PNPs under OINP. In Canada and outside of Canada, applicants have specific streams to apply.

Manitoba

There are six programs under MPNP, and the applicant should have a connection with the province to apply for this PNP.

Saskatchwan

There are eleven categories of programs where most candidates with Canadian experience have more options under SINP.

British Columbia

There are three major categories under BCPNP. Candidates must have a job offer from the province to apply under this PNP.

New Bruinswick

There are eight categories, including AIP, under NBPNP. A job offer is a mandated requirement for most programs.

Prince Edward Island

There are four major programs, including Atlantic Immigration Pilot, under this PEI- PNP, where only one program works without a job offer.
